What does a blue flag mean in F1?

Shown to a driver about to be lapped, telling them to let the faster leading car through.

A blue flag is waved at a slower car that is about to be lapped by a faster one, instructing the slower driver to let the leader past at the earliest safe opportunity. It keeps the cars fighting for position from being held up by those a lap or more down. A driver who ignores repeated blue flags can be penalised. Blue flags are only about lapping — they are not shown between cars racing on the same lap.
